A small nuclear device goes off beside a highway in West Virginia — low yield, few dead, and the first act of nuclear terrorism in history. Months later, on a rough stretch of Northern California coast, a surfer and lifeguard named Jamie Palmer responds to a boating accident that puts two people in the water. The professor drowns, the boy lives, and Palmer ends up his guardian. Then a doctoral student turns up saying she and the professor had traced a link between the bomb and a Silicon Valley megacorp and its founder. Hawk edited Surfer for eight years and lives on that coast, and the ocean in this is the real thing.
